A global Quality of Living survey by consulting firm Mercer evaluated 215 cities on characteristics such as political factors, health, environment and education, ranking them against New York as the base city, which has an index score of 100. The top city in the 2008 survey was Zurich, Switzerland, with a score of 108, while the lowest ranked city was Baghdad, Iraq, with a score of 13.5. The highest ranking U.S. city was Honolulu, coming in at No. 28.
