California is the best state to have a baby, according to an article by Child magazine. The 50 states and the District of Columbia
were ranked based on criteria in 20 categories: Caregiver licensing, public nursing laws, paid leave and tax breaks, mandates for screening tests, along with selections of children's hospitals, pediatricians, childcare centers, certified poison-control centers, and even car-seat inspection stations, among others.
